[OCG] Huge Rule Changes

So you probably heard of this exciting news on 2/17/2014 like i did
First
Finallllly Konami decided to balance going first, you know that thing was broken because you can set your defense first, use your 6 cards first and ofc make your plays first (Trap Hands may stop you but your opponent has less chances of drawing them) so basically in YGO there's no reason to go 2nd. Now If you choose to go first, you cannot draw for your opening turn.
Do you want to go first and try to set up before your opponent can, or want to go second and get that +1? That's the question. This switches advantage to the second
player so if you're playing aggro you're probably going to choose 2nd. While certain players that use Constellars / Evilswarm / Battlin' Boxers... may pick the second option which is going first (you don't have hand advantage, you cant attack, and you
have less resources to work with rather than the second player) because they depend a lot on their boss monsters. same thing, if you're playing Stun Decks. If you're playing neither, choose whatever you think will screw your opponent up.
I run Fire Kings/Blackwings main decks and going 2nd will be the best choice without a doubt when it comes to FKs not just to get that +1 card but also to make Onslaught alive but i guess we need to know more things about the new Pendulum Mechanic to make the right decision.
Second
Now Both players can control Field Spells at the same time (it's kinda like Pokemon) and Like Jeff Jones said "i don't like field spells wars" because it's just so lame to stop basically all your opponent moves by changing the decor, just not fair specially when it comes to Field Spell Match-ups and sides, holding back your spell til your opponent play theirs just to minus him more. I think Spell cards like: Harpies Hunting's Ground, Necrovalley will go up in price same thing with cards like Full House while basically Closed Forest are trash so brace yourself we'll see more limited Field Spells (Orichalcos became a lot better with the new rule. Soul Stealing will be a lot more viable in the near future).
I really do like both changes. The questions are:
Will those apply to the TCG as well and if yes,When will those apply to the TCG?

Wow that's a massive change for Field Spells. I did always thing it was weird that the "field" was both players and not just your field.
